The Municipality of Zoetermeer is a medium-sized municipality in the Randstad with over 120,000 inhabitants and a diverse, professional civil service organisation that works daily to provide reliable and accessible services for residents and businesses.
Inflow, throughput, and outflow affect multiple departments within a municipality simultaneously. HR, IT, facility services, and information security must work together, while overview and control are often fragmented. The Municipality of Zoetermeer recognised this and consciously chose a different approach.
Together with Scope4mation, the IDU process has been redesigned. Not by automating existing methods one-to-one, but by first bringing control to the process. With Qixium (engine under SAS) within the Service Automation Suite and TOPdesk as a central point of control, changes are now transparent, traceable, and manageable.
HR data is the starting point. From there, inflow, throughput, and outflow changes are passed on to the correct systems in a controlled manner. Access, rights, and resources are defined based on profiles and agreements, deviations are visible, and the process is transparent for all parties involved. This results in less manual work, shorter lead times, and better collaboration between departments.
The new method also supports demonstrable compliance with BIO requirements. Authorisations and resources are no longer a matter of trust, but of insight, accountability, and control!
For us, it’s not about automating, but about overview and control. We know who has access to which resources, why, and at what time. That gives peace of mind in the organisation.
